Heat oven to 350 degrees. Spray a 9×13″ baking pan with nonstick cooking spray. Set aside. In medium mixing bowl mix together sour cream, 1 1/2 cups brown sugar,and 1 teaspoon vanilla until well mixed. Stir in walnuts, cover and set aside.
In large mixer bowl with electric mixer, beat butter and 2 cups brown sugar until creamy. Beat in 2 large eggs and 2 teaspoons vanilla until well blended, scraping down sides of bowl. Gradually beat in flour mixture, just until blended. Gather dough together and press evenly in bottom of prepared pan. In another medium bowl, with electric mixer, beat cream cheese until smooth. Beat in confectioners’ sugar and 1 teaspoon vanilla until well blended. Beat in 1 large egg just until well mixed. Carefully spread cream cheese mixture over base mix in pan. Bake 10 minutes. Remove from oven (leave oven on) and drop large dollops of the topping mixture over cheese layer, spreading gently to cover evenly. Return to oven and continue baking another 35-40 minutes or until center is set but not firm. Remove from oven and cool in pan on wire rack for 1 hour. Melt chocolate chips and drizzle over mixture in pan. When chocolate is set cut into bars. Store left overs in refrigerator
